RateAI Publishes White Paper Proposing an Independent Certification Framework for AI

8 juli 2026

RateAI Corporation today announced the publication of its inaugural white paper, "The Standardization of a Certification Framework of Downstream Artificial Intelligence Systems," outlining a proposed approach for evaluating the safety and reliability of AI-enabled products through independent, system-level certification.

Bridging the gap between AI models and deployed products

Artificial intelligence is increasingly embedded in enterprise software, healthcare, education, financial services, robotics, consumer devices, and autonomous systems. While foundation models undergo extensive safety research during development, the products built on top of those models often incorporate additional software, retrieval systems, external tools, memory, and custom logic that can substantially influence real-world behavior.

This growing complexity has created a gap between model-level safety research and the behavior users ultimately experience.

RateAI's white paper argues that evaluating foundation models alone is no longer sufficient. Instead, AI systems should be assessed as complete, deployed products using standardized behavioral testing that reflects how they operate in practice.

A proposal for independent AI certification

The paper introduces a framework for evaluating AI systems through black-box behavioral testing, multidimensional safety assessment, and hybrid evaluation combining automated testing with expert human review. Rather than examining proprietary model internals, the proposed methodology focuses on observable system behavior across diverse real-world scenarios.

The paper further explores how standardized safety ratings, independent certification, and publicly verifiable certification records could improve transparency for developers, enterprise buyers, regulators, retailers, insurers, and consumers.

By establishing consistent evaluation methodologies and recognizable certification indicators, the framework aims to support responsible AI adoption while preserving innovation across the rapidly evolving AI ecosystem.

This publication represents the first in a planned series of technical and policy papers from RateAI focused on advancing independent AI assurance, behavioral evaluation methodologies, and industry-wide safety standards.
